The Tehran Laleh Hotel opened in October 1971. The 13-story, 400-room hotel was erected to accommodate foreign guests attending the Persian Empire’s 2,500th anniversary celebrations that month. The hotel cost $13 million, with the Iran National Tourist Organization contributing 50%, Prince Sadruddin Aga Khan contributing 25%, and Pan Am’s InterContinental Hotels subsidiary contributing 25%.

The hotel was also operated and used to host Pan Am flying crews. It was one of three hotels that opened in October 1971 in each of the cities hosting the festivities, along with the 160-room Hotel Cyrus Inter-Continental in Shiraz and the 180-room Hotel Darius Inter-Continental near the ruins of Persepolis to accommodate overflow guests from the Shah’s tent city.

During the Iranian Revolution, the hotel hosted many international journalists. It gained headlines in December 1979, when a young Los Angeles radio reporter, Alex Paen, organized a campaign for American schoolchildren to send Christmas cards to the hotel for the 52 American diplomatic hostages being held by Iranian students at the neighboring US Embassy. The cards filled an entire room in the motel. In 1980, the Iranian government terminated all foreign hotel chain contracts, and the hotel was renamed the Laleh International Hotel.
